The method of distribution of the questionnaires was through the ninety-
one area delegates, so that, ipso facto, there were differences in
administration of the questionnaires.  There are undoubtedly other factors
at work.

Nevertheless, the consistency of results over the years, exhibited either
as stationary values of some attributes or systematic trends of others,
suggests that all sources of error are not sufficient to render the
results without meaning.
